Sustainable Development Strategy of Miory District for 2022-2035

With the development of the scientific-technical revolution, the increased power of the economy has become a destructive force. The world has seen that natural resources are far from unlimited, and the self-recovery of nature can be exhausted. As a result, humanity will be plunged into social, political, economic and environmental crises. There was a need to form a new model of civilization development, the main task of which was to be able to withstand the impending crisis. The concept of sustainable development has become an attempt to solve this problem and is a natural response of the world community seeking to survive.


In the most general sense, sustainable development is a long-term and complex in content development, in which a balance is achieving between its natural, social and economic components.




On January 01, 2016, Agenda for Sustainable Development until 2030, adopted by world leaders in September 2015 under the auspices of the United Nations, officially came into force. The new Agenda is a call to countries to start working towards achieving 17 Sustainable Development Goals.

Sustainable development at the regional and local levels is also one of the important directions of development fixed in the National Strategy for Sustainable Social and Economic Development of the Republic of Belarus until 2030 (NSSD-2030).


NSSD-2030 states that the organizational and economic mechanisms for achieving regional development objectives include, among others, "development of local agendas (strategies) for sustainable development for the cities of regional subordination and 5-6 districts of each region in order to ensure dynamic development of territorial social and economic systems, taking into account the rational use of local resources and environmental conservation".


There are two most common understandings of a Sustainable Territory Development Strategy (SSDT).

First, it is a document, a long-term action plan aimed at achieving sustainable development of the territory, the local community.

Secondly, it is a process that accompanies the implementation of this plan, a set of actions of all participants in the implementation of common plans for the development of the territory on the principles of sustainable development.


It is best when these two concepts "converge". That is, when there is (or is being created) a Sustainable Development Strategy as a plan (text), and at the same time active activities are being carried out that move the local community towards the implementation of the strategy. "It is important that a Local Development Strategy is not only a document, but first and foremost a process", point out theorists and practitioners of the sustainable development movement.


The main positive result of the development and implementation of the local sustainable development strategy is an improvement in the quality of life of local community. How is this being achieved? Among the positive effects of the development and implementation of a sustainable development strategy for the region are the following:

  • union, consolidation of the local community to solve common tasks;
  • union of the disparate actions into a system, fixation of the priorities and concentrates efforts and resources on the main lines of action;
  • increase of the efficiency of using the available potential, detection of the hidden development reserves and attraction of the additional (internal and external) resources;
  • creation of a positive image of the local community.

Among the concrete results of the development and implementation of a sustainable development strategy for the territory one can also mention the following:

  • creation of additional jobs and sources of income thanks to the development of small businesses, farm tourism, registration of public organizations and opening of resource centers for sustainable development;
  • improvement of the territory, clean-up of river banks, elimination of spontaneous landfills;
  • development of international contacts, study trips abroad;
  • holding festivals, local holidays, sports competitions, artistic captivity, opening museums, organizing exhibitions, etc.

Miory District is known for its unique natural sites, rich resources, hospitality and industriousness of the local residents. Sustainable development of the district is inextricably linked to the issues of preservation of natural and historical and cultural heritage, creation of a favourable environment for a decent life of every resident of the district, support of a healthy lifestyle, creation of conditions for effective labour activity of the adult population and youth. The strategy of sustainable development of Miory District is not only a developed document reflecting the relationship between long-term goals and current challenges, it is also a process of partnership between civil society and local authorities in setting goals, making decisions to achieve them, the implementation of initiatives of the local community of the district.


The Sustainable Development Strategy of Miory District has many authors. These include experts, specialists from Miory District Executive Committee and employees of the project "Together for Community and Nature: Strengthening of Development Process in Miory District through Partnership of Authorities and Civil Society". But most importantly, the co-authors of this document are many active residents of the district, who participated in workshops and brainstorming sessions, filling out questionnaires, making suggestions and sharing ideas. In the forefront were members of the Public Council for the development and implementation of the Sustainable Development Strategy, activists of local initiatives, thanks to whom new "points of growth" appeared in the district, owners of agro-ecological farms and representatives of local businesses. The authors were men and women, young people and pensioners, people of different nationalities, professions and interests. This is what has made it possible to create a holistic picture of the district's development and to implement the so-called interdisciplinary, integrated approach, in which the efforts of many combine into powerful action for the benefit of the district, its present and future generations.

Miory District is very beautiful, interesting and diverse. Its unique nature and historical and cultural potential is a common wealth belonging not only to the residents of the district, but also to the whole country, to all inhabitants of our planet. Our task is to preserve, restore and increase this heritage we inherited from our ancestors.


The local community of Miory District should develop and strengthen, because it is interested in this: the residents of the district live nearby, work and rest together, realise themselves, raise children and bring up grandchildren. And people are not indifferent to how our district will develop. An absolute majority of the district's population is ready to take joint action to preserve the unique nature of the district, to keep the local residents happy and to attract tourists, to improve the quality of life, to improve services, to fill our district with innovations and to keep the local residents honouring traditions. This is the way of sustainable development. Let's follow it together.
