REGULATIONS ON THE COMMISSION FOR THE IMPLEMENTATION OF MIORY DISTRICT SUSTAINABLE DEVELOPMENT STRATEGY 2022-2035
These Regulations have been developed in pursuance of clause of the contract "Activity 1.4 Local Development Agency. Establishment of the Local Development Agency on the principles of public-public partnership on the basis of the Project Office in the final stage of the Project to continue the development work in the district" of the international technical assistance project "Together for Community and Nature: Strengthening of Development Process in Miory District through Partnership of Authorities and Civil Society", financed by the European Union (Grant Agreement - European Union Foreign Economic Activity - No NEAR-TS/2017/391-418, registered with the Ministry of Economy of the Republic of Belarus under No. 2/19/000981 dated 28 February 2019).
1. The Commission for the implementation of the strategy of sustainable development of Miory District for the period from 2022 to 2035 (hereinafter - the Commission) is a permanent collegial body that coordinates at the District level the development of proposals and ensures the cooperation between the structural units of District executive committee, organisations located within Miory District on the implementation of the Sustainable Development Strategy of Miory District for the years 2022 - 2035 (hereinafter - SDS).
2. The composition of the commission shall be approved by an order of the chairman of the District executive committee.
3. The main tasks of the commission are:
3.1. coordinate the activities of enterprises, organisations, institutions, small and medium-sized businesses and the local community for the sustainable development of Miory District;
3.2. monitor and evaluate the implementation of the SDS and make proposals for its development, supplementation and adjustment;
3.3. to provide information support to enterprises, organisations, institutions, small and medium-sized businesses and the local community, commercial and non-commercial organisations, as well as local authorities in Miory District for
improving economic activity, increasing employment and self-employment and enhancing the well-being of the population;
preservation of the natural and historical and cultural heritage of Miory District;
the development of agro-ecotourism in Miory District;
the implementation of nature conservation measures and the introduction of the principles of a green economy;
participation in the development of strategies, programmes and projects in the areas of socio-economic development, the environment, tourism, culture and education in order to enhance the sustainability of Miory District;
3.4. identifying and promoting the sustainable development priorities of Miory District, facilitating the development of local initiatives and mobilising the necessary resources to achieve the sustainable development goals;
3.5. promoting conditions for public-public dialogue, public discussion of sustainable development issues, public participation in the development, formulation and implementation of local initiatives on sustainable development issues;
3.6. support local individual and community initiatives and non-profit organisations in the field of sustainable development;
3.7. pooling efforts and coordination of the public in the implementation of educational, information, environmental, cultural programmes and projects consistent with the principles of sustainable development.
4. The activities of the commission shall be based on the following principles:
4.1. voluntary participation and responsibility;
4.2. trust, equality of arms;
4.3. tolerance, respect and tolerance, gender equality;
4.4. openness of intention and action;
4.5. pluralism of ideas and freedom of opinion;
4.6. supporting the values and principles reflected in the SDS;
4.7. information transparency.
5. Functions of the commission:
5.1. collect and summarise proposals from authorities, commercial and non-commercial organisations, and citizens regarding sustainable development priorities for Miory District and areas for their implementation;
5.2. create and promote an effective forum for agreeing on priorities for the sustainable development of Miory District, involving all stakeholders;
5.3. monitor and evaluate the implementation of the SDS and make proposals for its development, supplementation and adjustment;
5.4. participate in developing and supporting local initiatives aimed at achieving the sustainable development goals;
5.5. raising resources to provide funding (co-financing) for local initiatives aimed at achieving sustainable development objectives, including by initiating and participating in the development of project proposals and in grant competitions;
5.6. Participate in outreach activities to disseminate sustainable development ideas in the district and involve new actors in the process of implementing the SDS;
5.7. participate in the integration of the sustainable development priorities of Miory District into the socio-economic development plans of the district and the SDS.
6. Rights of the commission:
6.1. invite representatives of the District executive committee, Miory District Council of Deputies, state and commercial and non-commercial organisations, independent experts and consultants to participate in the meetings of the commission;
6.2. formulate and submit proposals for the sustainable development of the area to basic and primary governmental bodies;
6.3. to consider matters affecting the interests of the district's population in the area of sustainable development for discussion by the District Council of Deputies, state authorities at the basic and primary levels;
6.4. inform the general public and organisations about its plans and results of its activities through the media (hereinafter referred to as the media);
6.5. Involve representatives of state bodies, organisations and local communities interested in solving issues related to the implementation of the SDS in the preparation of Commission meetings as well as its draft decisions.
7. The Commission shall, in order to carry out its tasks:
7.1. ensures coordination of the activities of the state bodies in implementing the SDS;
7.2. hear at its meetings the reports of the members of the commission on the implementation of the SDS;
7.3. evaluates the activities carried out to achieve the SDS indicators;
7.4. requests and receives in the prescribed manner from the structural subdivisions of the District executive committee, state bodies, organisations information, documents and materials necessary for the implementation of the activities of the commission;
7.5. consider proposals by representatives of state bodies, organisations, representatives of the local community to amend the SDS indicators and take the necessary decisions on these proposals.
8. The committee is chaired by the deputy chairman of the District executive committee in charge of economic affairs.
9. Chairman of the commission:
directs the activities of the commission;
convenes meetings of the commission, draws up the agenda and arranges for it to be communicated to the members of the commission;
conducts the meetings of the commission and signs the decisions taken at those meetings;
performs other activities aimed at realising the commission's tasks.
10. The Commission shall carry out its activities in accordance with the work plan for the calendar year approved at the meeting of the Commission.
11. Meetings of the commission shall be held by the chairperson of the commission as necessary, but at least once every six months.
12. The Commission shall be competent to take decisions if at least half of its members are present at the meeting.
Decisions of the commission shall be taken by a simple majority of votes of the commission members and shall be recorded in minutes, which shall be signed by the chairman of the commission (in his absence, by the deputy chairman of the commission).
13. The members of the commission shall have equal rights when discussing issues considered at its meetings.
If a member disagrees with the decision taken, he or she may submit his or her dissenting opinion in writing, which must be attached to the minutes of the meeting.
14. In the period between the meetings of the commission, the issues within its competence in accordance with these regulations shall be decided by the chairman of the commission or, on his instructions, by the deputy chairman of the commission with subsequent informing of the members of the commission.
