Public Council for the development and implementation of the Strategy for Sustainable Development of Miory District

REGULATION ON THE PUBLIC COUNCL FOR THE PREPARATION AND IMPLEMENTATION OF THE STRATEGY FOR SUSTAINABLE DEVELOPMENT OF MIORY DISTRICT

 

1. GENERAL PROVISIONS

1.2. The Public Council for Sustainable Development is created under Miory District Council of Deputies by the Decision of the Chairman of the Council of Deputies on the basis of the Law of the Republic of Belarus dd. January 04, 2010 No.108-З "On Local Government and Self-Government in the Republic of Belarus".

1.3. Public Council for Sustainable Development in its activities is guided by the Constitution of the Republic of Belarus, other Instruments of Legislation, and also by this Regulation.

1.4. Organizational and technical support of the activity of the Public Council for Sustainable Development is provided by the District Council of Deputies and participants of the Public Council for Sustainable Development on a voluntary basis.

 

2. GOAL, TASKS, PRINCIPLES, FUNCTIONS AND RIGHTS OF THE PUBLIC COUNCIL FOR SUSTAINABLE DEVELOPMENT

2.1. The Goal of the Public Council for Sustainable Development is to facilitate implementation of ideas, principles and goals of sustainable development through creation of partnership relations between authorities, commercial and non-commercial organizations, experts, mass media and general public as well as creation of conditions for expansion and increase of efficiency of public participation in development, implementation and monitoring of the Sustainable Development Strategy of the District.

2.2 Tasks of the Public Council for Sustainable Development:

2.2.1. coordination of activities of enterprises, organizations, institutions, small and medium business and civil society on sustainable development of Miory District;

2.2.2. identification and promotion of sustainable development priorities of Miory District, assistance in development of local initiatives and mobilization of necessary resources aimed at achieving sustainable development goals;

2.2.3. assistance in creating conditions for public-private dialogue, public discussion of sustainable development issues, public participation in development, formulation and implementation of local initiatives on sustainable development issues;

2.2.4. supporting local individual and public initiatives and non-profit organizations in the area of sustainable development;

2.2.5. uniting efforts and coordination of public actions in implementation of educational, informational, environmental, cultural programs and projects corresponding to sustainable development principles.

2.4. Functions of the Public Council for Sustainable Development:

2.4.1. collection and generalization of proposals of authorities, commercial and non-commercial organizations, citizens concerning priorities of sustainable development of Miory District;

2.4.2. creation and promotion of effective functioning of the platform for coordination of sustainable development priorities of Miory District with participation of all stakeholders;

2.4.3. participation in development of local initiatives aimed at achieving sustainable development goals;

2.4.4. attraction of resources to ensure financing (co-financing) of local initiatives aimed at achievement of sustainable development objectives;

2.4.5. participation in integration of sustainable development priorities of Miory District into socio-economic development plans of the District and sustainable development strategy of the District.

2.5. Rights of the Public Council for Sustainable Development:

2.5.1. invite representatives of Miory District Executive Committee, Miory District Council of Deputies, state and non-state commercial and non-commercial organizations, independent experts and consultants to participate in the meetings of the Public Council for Sustainable Development;

2.5.2. develop and submit proposals on issues of sustainable development of the District to state bodies of the basic and primary levels;

2.5.3. consider issues concerning interests of the District Community in the area of sustainable development for submission for discussion of the District Council of deputies, state bodies of base and primary level;

2.5.4. inform the general public and the organization about plans and results of their activities through mass media (hereinafter referred to as mass media).

 

3. COMPOSITION AND MANAGEMENT OF THE PUBLIC COUNCIL FOR SUSTAINABLE DEVELOPMENT

3.1. Public Council for Sustainable Development is composed of the Chairman, Deputy Chairman, Secretary and members of the Public Council for Sustainable Development.

3.2. Public Council for Sustainable Development can include individuals, representatives of local authorities, state and non-state institutions, organizations, subjects of entrepreneurial activity, international and foreign organizations, mass media, interested in the sustainable development of the District and who have given their consent for participation in the work of the Public Council for Sustainable Development through participation in attending its meetings, fulfillment of tasks and execution of instructions of the Public Council for Sustainable Development.

4. REGULATION OF THE ACTIVITY OF PUBLIC COUNCIL FOR SUSTAINABLE DEVELOPMENT

4.2. Public Council for Sustainable Development carries out its activities in the form of meetings.

4.3. Meetings of the Public Council for Sustainable Development shall be held as required, but at least once in a half-yearly period. The meetings of the Public Council for Sustainable Development can be initiated by one or several members of the Public Council for Sustainable Development by sending a corresponding proposal to the chairman of the Public Council for Sustainable Development.

4.5. Public Council for Sustainable Development works according to the plans agreed at its meetings and approved by the Chairman of the Public Council for Sustainable Development.

4.6. Public Council for Sustainable Development informs the society about decisions and proposals made in the area of sustainable development at sessions of Miory District Council of Deputies, meetings of Miory District Executive Committee, through mass media and the Internet.
